My church practices believer's baptism. It is meant to be an outward sign of an inward change. I can't think of any particularly good authority, but I always figure that Millard Erickson sums up the standard Evangelical view on most things. I would start with his discussion in Christian_Theology.

I found the book Believer's Baptism: Sign of the New Covenant in Christ to be helpful.
